Between April 22 and 23, 19 cities in São Paulo partially opened their trade, each in its own way. While there were places where only opticians and parking lots near health units were allowed to operate, in others the easing of measures included the operation of commerce with ajar doors or services such as beauty salons.
Together, they went from 574 confirmed cases of the disease to 3,424 in one month, up 496.51%, while in the state the growth was 338.97% – from 15,914 cases to 69,859.
Deaths also advanced more in these locations, going from 41, on April 22, to 196, or 378.04% more. According to the State Department of Health, São Paulo had 1,134 deaths on that date, while on Thursday (21) it reached 5,363, 372.92% more.
Municipalities heard by leaf deny that the opening of activities has contributed to the growth of cases above the average.
The scenario of advances in confirmations made Governor João Doria (PSDB) speak again about the possible adoption of a “lockdown” in the state. The cases of the disease have increased more in all regions than in the metropolitan region, the epicenter of Covid-19 in the country. “We are going to make an effort in these six days, from today until Monday, in the capital, in the metropolitan region, inland and on the coast, to avoid tougher and more restrictive measures,” he said.
On Wednesday (20), the social isolation rate in the state was 49%, but in some places in the interior, such as Presidente Prudente and Araçatuba, it was only 40%.
In Jundiaí, where cases of the disease went from 101 to 557 (451.48% high) in the period, while deaths rose from 9 to 41 (355.55% more), the city government claims that, unlike which occurs in other municipalities, a comprehensive population testing protocol was put in place.
According to Tiago Texera, manager of UGPS (Health Promotion Management Unit), the epidemiological survey to assess the scenario of the new coronavirus should reach 5% of the total population during the survey.
In April, there were 25 daily tests, while now 450 people are being tested every day.
“The change in official numbers is directly associated with the ability to test, which removes positive cases from underreporting.” The city bought 10,000 rapid tests and received the same amount from the Ministry of Health, in addition to 2,000 PCR exams.
Although these 19 cities have loosened their quarantine and allowed the return of some economic activities, in some the Justice ordered the suspension of flexibility measures or the city halls retreated. Jundiaí was one of them, as well as Sorocaba, Ilhabela, Sertãozinho, Cravinhos and Jaboticabal, among others.
In Brodowski, the city retreated on its own. After Mayor José Luiz Peres (PSDB) was diagnosed with coronavirus infection and hospitalized, the revocation decree was signed by the deputy, Elenice Sanches Rodrigues Tonello. Peres has already recovered from Covid-19.
In Sorocaba, where the court ordered the trade to close on April 28, less than a week after the opening, cases of the disease rose from 71 to 577 (712.67% high), while deaths advanced from 13 to 33 (153.84% more). The city had allowed the operation of beauty salons, car wash and offices, for example.
In Barretos, the cases went from 57 to 180, an increase of 215.78%. Today there are 8 deaths, 6 more than a month ago.
For the secretary of health, Alexander Stafy Franco, the release of economic activities did not contribute to the increase in cases. “There was no release from trade. What happened was the regulation within strict criteria to avoid contamination, in line with tougher measures, such as the requirement for masks in closed places and greater intensification in inspection and punishment ”, he said.
Hairdressers, professionals, street vendors, workshops and clinics were allowed to operate, following measures such as the use of masks, distance between people and availability of gel alcohol.
According to him, the numbers, as in Jundiaí, are more linked to the increase in testing. “In the beginning, only serious cases and health professionals were tested, but with the arrival of new kits, the universe expanded and new cases were proven. The city has also sought, unlike other places, to reduce the rate of underreporting, to draw a picture closer to the real scenario and to make more assertive decisions. ”
In Jaguariúna, which allowed the operation of hotels and newsstands, Mayor Gustavo Reis (MDB) said that he had made a more restrictive decree than that of Governor Doria and that, by allowing the operation of these establishments, he adapted to state rules .
“Jaguariúna is an international city, receiving executives from China, the USA, Japan, as we have many multinational companies here. So I determined the closure [de hotéis] depending on the possibility of migration or the flow of people from other countries, ”he said.
The city, which also allowed the operation of a free fair from this Saturday (23), went from 6 to 42 cases (600% more) in the interval of one month. Sanitary barriers at the entrance of the municipality have been adopted since the beginning of the pandemic.
