The governor of São Paulo, João Doria (PSDB), announced today that six regions of the state have moved to the green phase of the São Paulo Plan, for the resumption of the economy —including the capital that, until last week, had no indexes to advance to. this step. The easing of restrictive measures enacted because of the new coronavirus has been accompanied by an improvement in the rates that assess the severity of the covid-19 pandemic in the state.
The areas that advanced in the phase are those of the Metropolitan Region of São Paulo – which has been unified again -, Sorocaba, Piracicaba, Campinas, Taubaté and Baixada Santista. They concentrate 76% of the state’s population, according to the São Paulo government.
The green phase, the second least restrictive part of the plan, starts to take effect as of tomorrow. In it, the operation of cinemas, museums, theaters and events is released. Despite the clearance for opening, these establishments must still obey the hygiene and distance protocols. Locations must have a maximum occupancy rate of 60%.

The Barretos region was the only one that regressed and is now in the orange phase, the second most restrictive.
The São Paulo Plan has five stages – the easing of measures goes from the red phase (with more restrictions) to the blue phase (with a more controlled pandemic scenario).
Greater São Paulo Reunification
In today’s interview, the governor informed that the Greater São Paulo region was reunified, after a few months divided into sub-regions.
“Today, after almost six months, there has been a change [na região metropolitana], less than 40% of the beds are dismembered. The city of São Paulo is a medical reference in Latin America, it is the city that concentrates the largest number of critically ill patients, and it is where patients from the interior and the metropolitan region seek help when the cases are more serious “, explained José Medina, physician and coordinator of the Coronavirus Contingency Center in São Paulo.
“Lethality in the city of São Paulo is higher than in the rest of the state, because it concentrates the most serious cases and sacrifices the city’s indicators. That is why we think this reorganization is reasonable,” he added.
The Municipality of São Paulo had been complaining that 17% of patients in the capital are from other municipalities, causing the bed occupancy rate to rise. With the reunification of the Metropolitan Region, a single ICU bed occupancy rate is now considered for all these regions and the capital of São Paulo.
Green phase: increase in hours and occupations
In the green phase, service and consumption sectors can operate with a higher occupancy rate and for more hours. Malls centers, galleries and commercial establishments in general can operate at 60% capacity and for 12 hours.
Bars and restaurants must also obey the rate of 60% of the occupancy and may be open for local consumption until 11 pm, having to interrupt services an hour before, at 10 pm.
Beauty salons and gyms are also allowed to operate at 60% capacity, always following the specific hygiene and distance protocols for each sector.
In the capital of São Paulo, according to Mayor Bruno Covas (PSDB), the opening of parks and open spaces, such as Avenida Paulista, will not yet happen on weekends. “We will wait another 15 days to assess how the pandemic will evolve,” he said.
Covas argued that, in these spaces, it is difficult to contain the gathering of people. “On Avenida Paulista, then, [é] even more complicated, “he said, citing the existence of” numerous entry and exit points “for the street.
Schools should be allowed to receive more students
In addition, the advance of 76% of the state’s population to the green phase should allow public and private schools to receive up to 70% of students daily. For this, it is necessary that at least 60% of the state’s population remain in the green stage for 14 consecutive days. Until today, the state’s authorization was for schools to function receiving up to 35% of students.
It is up to each municipality, however, to authorize the return in person of classes and school activities. In addition, each school system may establish rules that are more restrictive than those conditioned by the state, depending on their condition and also on the dialogue with the school community.
Other types of activity that cause crowding, such as parties and ballads, will not be allowed even in the green phase. “We are going to take a step further in resuming activities, and this requires even more responsibility from all of us,” said the secretary of economic development, Patrícia Ellen.
In addition to specifying the activities released in the green phase, Doria reported today that, in the regions that remain in the yellow phase, the operation of commercial establishments, shopping malls and beauty salons may be extended from 8 to 10 am.
Blue phase: vaccine dependence
José Medina explained that the blue phase criteria, the least restrictive, are still being adjusted. He added, however, that to enter this stage, the existence of a vaccine will be essential.

João Doria recalled that São Paulo is hosting Coronavac tests, in partnership with the Chinese laboratory Sinovac, and said that he will participate in a new meeting with the Minister of Health, Eduardo Pazuello, to have definitions about the next steps of this and other tested vaccines. in Brazil.

Quarantined six months ago
The city of São Paulo has been in the yellow phase since the end of June and has been in quarantine for more than six months. To advance the stage, the numbers of hospitalizations and deaths per week are taken into account.
The last classification of the state’s regions in the São Paulo Plan had been made on September 11th. The next assessment will be on November 16, according to the government.
