Among the goods delivered by the generals, representatives of the companies China International Fund Angola – CIF and Cochan, SA, include beer and cement factories, a chain of supermarkets and residential buildings that “come to definitively integrate the patrimonial sphere of the State”.
The two generals, strong men of the regime of the former Angolan President, José Eduardo dos Santos, were constituted defendants in the context of a process related to contracts between the State and the company China International Found (CIF), within the scope of the extinct National Reconstruction Office and started being heard at the PGR on Tuesday.
Among the companies delivered are the Companhia de Bioergia de Angola (which has interests in Sonangol and Odebrecht), through Cochan, the supermarket chain Quero, through the assignment of 90% of the shareholdings of the Zahara Comércio, SA group and company Damer Gráficas – Graphic Arts Industrial Society.
The representatives of the company CIF also transferred ownership to the patrimonial sphere of the assets that had already been seized on the 11th and 17th of February, namely 24 housing buildings and other equipment from the centrality of Zango 0 called “Vida Pacifica”, to Kilamba KK5800 centrality, with 271 buildings and 837 houses in different construction levels and the Cif Luanda One and Cif Luanda Two buildings.
General “Kopelipa” was head of the Military House of the Angolan Presidency in the era of the previous head of state, José Eduardo dos Santos, and General “Dino”, head of communications in the previous regime, being considered the most powerful men in the regime, the along with Manuel Vicente, former Angolan vice president and former president of Sonangol.
CIF Limited is a privately owned Chinese company based in Hong Kong and an office in Beijing, founded in 2003 to finance national reconstruction and infrastructure development projects in developing countries, mainly in Africa.
In Angola, she participated in the construction of several social enterprises and was linked to several companies.
According to a report by the British study center Chatham House, published in 2009, CIF would have links to China Angola Oil Stock Holding Ltd, which would deal with Angolan oil through China Sonangol International Holding.
Among the directors of China Sonangol International Holding would be Manuel Vicente, who was investigated in Portugal for suspected corruption and money laundering in 2017.
In February of that year, the Lisbon Court of Appeal decided that the case of the former Angolan vice-president, accused in Operation Fizz, should be sent to Angola, responding favorably to an appeal filed in this regard by the defense lawyers of the former boss from Sonangol.
More than two years later, Manuel Vicente remains unaffected by Angolan justice, which the Attorney General of the Republic of Angola, Hélder Pitta Grós, justified, in an interview with Lusa in January 2020, with the immunity of the former vice-president president.
