Parliament on Friday approved the mandatory use of a mask in outdoor spaces for a period of 70 days. The proposal, which results from a bill presented by the PSD, had the favorable votes of the Social Democrats and Socialists, as well as the CDS and PAN. BE, PCP, PEV and Joacine Katar Moreira abstained. Only the Liberal Initiative voted against.
The diploma (which you can consult HERE) was approved in general, specialty and global final vote, fulfilling in one step the entire legislative process in the Assembly of the Republic, which means that it will continue for promulgation by the President of the Republic in the coming days. If Marcelo promulgates it immediately, the measure could come into effect over the next week.
The PSD project now approved establishes the “exceptional mandatory use of a mask to access or stay in public spaces and roads”.
“The use of a mask by people over the age of 10 is mandatory for access, circulation or permanence in public spaces and roads whenever the physical distance recommended by health authorities proves to be impractical”, the text refers.
The diploma provides four exceptions to the mandatory use of a mask on the street:
– Upon presentation of a medical certificate of multipurpose disability or medical declaration, in the case of people with cognitive impairment, development and psychological disorders.
– with a medical statement attesting that the person’s clinical condition is not consistent with the use of masks.
– When the use of a mask is incompatible with the nature of the activities that people are carrying out;
– It does not apply to people who are part of the same household, when they are not in the proximity of third parties.
Compliance with this law “belongs to the security forces and the municipal police” and constitutes an offense, subject to fines between 100 and 500 euros.
The PSD project foresaw that the mandatory use of a mask would remain in effect for a period of 90 days, but a proposal to change the PS, which was approved, changed the term to 70 days.
The PSD’s bill replaces the Government’s proposal that also proposed the mandatory use of a mask on the street, also providing for the mandatory installation of the StayAway Covid app, a measure that caused huge controversy. Last Monday, in an interview with TVI, António Costa announced that the Government asked to “unschedule” his diploma (which had the discussion scheduled for today), leaving only the proposal of the Social Democrats.
During the debate that preceded the vote, Social Democrat Luís Marques Guedes argued that this is a measure of “polishing common sense” that “only sins late” and that advances only “under pressure from the PSD”. A “paradigmatic” example, said Marques Guedes, of what he described as “erratic” and “propaganda-based” leadership.
“Do not infantilize the Portuguese with the talk of the miracle” Portuguese, “do not confuse them with successive zigzags: all for home, all for the beach, all outside churches and cemeteries, all for political events and demonstrations”, warned Marques Guedes.
