After a meeting of the Council of Ministers, at the Palácio da Ajuda, which took place for about eight hours (from 10 am to 6 pm), the Prime Minister (PM) announced that he will talk to the President of the Republic about the need to a new state of emergency.
As he acknowledged, there is, for example, no constitutional coverage to enact mandatory withdrawals – hence a new state of emergency may be necessary.
António Costa revealed that the confinement that currently covers three northern municipalities (Felgueiras, Lousada and Paços de Ferreira) will be extended to another 118 municipalities – thus totaling 121 (see the full list at the end of the news).
These counties will be confined from 00:00 on November 4 until 11:59 pm on November 15, 2020. The list will be reviewed every two weeks and according to the PM the most natural thing is that it will grow in the coming weeks because December ” too hard “and” too hard “. For now, 70% of the Portuguese population is covered (7.1 million people)
The criterion will be the one already adopted in the EU as a definition of “situation out of control”: 240 new cases accumulated per hundred thousand inhabitants in the last 14 days.
There will be exceptions, such as Alvaiázere, where the outbreak is located in a home.
And there will be exceptions to the contrary: municipalities where the value is not reached but are “islands” surrounded by municipalities with the same “uncontrolled situation” value (cases of Moita, Montijo, Moita, Barreiro, Alcochete, Sobral de Monte Agraço, Viana do Castelo, Mondim de Basto, Sabrosa, Santa Marta de Penaguião and Mesão Frio).
Costa explained the impositions to those who live in the counties that will enter confinement (which are also explained in the communiqué of the Council of Ministers, which you can read HERE)
1. Civic duty of home collection. “If we have nothing to do, we must stay at home.” You can go out to work, go to school, visit family members in need, said the PM – “but the rule is to stay home“.
2. Closure of all commercial establishments after 10 pm. Restaurants closed until 10:30 pm and prohibited from having tables with more than 6 people.
3. Uprising fairs are prohibited.
4. Mandatory teleworking and companies forced to delay hours, within the framework of Decree-Law 79-A / 2020.
5. The prohibition on holding celebrations and other events that involve an agglomeration of people in excess of five people is determined.

Hence the measures adopted – based on what the PM defined as “red lines”: keeping the education system running and protecting jobs.
António Costa said that the SNS ICUs (Intensive Care Units) available for covid patients are only 70, out of a total of 286. According to him, another 705 UCI beds currently used by non-covid patients can be added – but one more recalls that the NHS cannot only be exclusively affected by the pandemic.
Thus, he said, in the chapter of “strengthening measures” of the SNS, 202 new UCI beds are being prepared (52 already available, 50 until December 31 and 100 during the first quarter of 2021).
The Head of Government again insisted on the emphasis of each person’s personal responsibility to prevent the spread of the pandemic, stressing, on several occasions, the obligation of people to avoid the exhaustion of health professionals who are at the forefront of treating patients. .
“If in tired senses, imagine the tiredness of doctors, nurses and operational assistants,” he said.

A tender will also be launched to hire more nurses for the ICUs – and the PM will be guaranteed that they will not be fixed-term contracts.
António Costa acknowledged that it was “unbearable” to see the crowds of people that took place at the Formula 1 Grand Prix in Portimão. That is why the Government has already informed the promoter that the next Moto GP Grand Prix (from 20 to 22 November) will not be able to have an audience.
