“That initial help for the informal ones, of R $ 200, which is very little, I talked to Paulo Guedes, and he decided to triple that amount”, said the president during his weekly live broadcast on Facebook. The aid is aimed at informal workers (without a formal contract), people without social assistance and the population who gave up looking for a job.
The measure is a way of protecting the most vulnerable strata to the economic crisis caused by the spread of the disease in Brazil, and the aid will be distributed through vouchers (coupons). According to the Continuous National Household Sample Survey (Continuous Pnad), carried out by the Brazilian Institute of Geography and Statistics (IBGE), the informality rate (workers without a formal contract or unregistered entrepreneurs, for example) reaches 41.1% of the employed workforce in the country.
The Ministry of Economy has yet to say how much this new amount of emergency aid will cost public coffers. At the time the R $ 200 voucher was announced, Minister Paulo Guedes stated that the aid would cost a total of R $ 15 billion. Vouchers may be withdrawn by persons enrolled in the Federal Government’s Single Registry for Social Programs, an instrument administered by the Ministry of Citizenship that identifies and characterizes low-income families, provided that the interested party does not receive any social benefits, such as Bolsa Família and Continuous Installment Benefit (BPC).
During the live, the president again criticized measures that restrict trade and determine widespread social isolation. For Bolsonaro, the country should adopt the so-called “vertical isolation”, in which only people who are part of a risk group, such as the elderly and the population with chronic diseases, are collected. “This neurosis of closing everything is not working. To fight the virus, they are killing the patient,” he said.
Social isolation and cancellation of events, concerts, closing museums, cinemas and restricting non-essential services are among the main recommendations of the World Health Organization (WHO) to contain the advancement of the new coronavirus.
In addition to defending the easing of isolation measures, Bolsonaro warned that it is up to families to take care of the protection of people who are in the group at risk for the covid-19. According to him, the lethality of the disease is low and cannot paralyze the economy.
“For 90% of the population, this flu is almost nothing. [Para] who is under 40, once infected, the chance of death is close to zero, one for every 500 people, “he said.” The first person to worry about the risk group is you. It is not waiting for the government to do, the government is doing a lot, but it cannot do everything they think the state can do “, he added.
According to the latest update from the Ministry of Health, released on Thursday (26), the country registers 2,915 confirmed cases of covid-19 and 77 deaths caused by the disease. The lethality rate is 2.7%. Considering a month after the first infection, Brazil is behind China (213 deaths and 9,802 cases), but ahead of Italy (29 deaths and 1,694 cases).
