SÃO PAULO – Ibovespa closed higher for the third consecutive time on Wednesday (3) with the reduction of political uncertainties after the Bolsonaro government’s allies were elected to the presidency of the Chamber of Deputies and the Senate with a speech for fiscal adjustment .
The President of the Chamber of Deputies, Arthur Lira (PP-AL) and the President of the Senate, Rodrigo Pacheco (DEM-MG), announced the new priority agenda of the Congress. The speech of the new heads of the Legislative was in the direction of ensuring the resources for the acquisition of vaccines and the analysis of fiscal possibilities that, respecting the spending ceiling, offer financial security through emergency aid for Brazilians who are “facing poverty”.
” The two Houses will talk to specialists to assess how to make Brazil more apt to have access to the greatest amount of vaccines, good vaccines, which have already been certified internationally and make them available to all Brazilians”, added the parliamentarians.
During the afternoon, the President of the Republic, Jair Bolsonaro, went to Congress to participate in the solemn opening session of the Legislative year. On the occasion, he said that the federal government is prepared to implement the national vaccination plan against Covid-19 and placed “return to normal” as the government’s main goal.
Today also ended the election for the positions on the Board of Directors of the Chamber after the impasse in the distribution of vacancies among the parties. Marcelo Ramos (PL-AM) was chosen for the vice-presidency, André de Paula (PSD-PE) for the second vice-presidency, Luciano Bivar (PSL-PE) for the first secretariat, Marília Arraes (PT-PE) for the second secretary, Rose Modesto (PSDB-MS) for the third secretary and Rosângela Gomes (Republicanos-RJ) for the fourth secretary.
The corporate news also helped to accelerate the stock market’s gains after news that the state of Minas Gerais and Vale (VALE3) are close to a reparation agreement for the damages caused in the Brumadinho tragedy. The mining company has the heaviest share of the Ibovespa index, with more than 12% participation.
Still on Brazilian companies, attention should be paid to the results of Santander Brasil, which earned R $ 3.958 billion in the fourth quarter, and Bradesco’s, after closing.
Outside, the exchanges ended the trading session between losses and gains despite the strong results of large technology companies. Amazon and Alphabet (Google’s parent company) had better-than-expected numbers in the fourth quarter. In the case of the digital retailer, however, optimism was cautious because of the news that Jeff Bezzos will no longer be the CEO.
Also on the radar in the United States were negotiations in Washington on a second stimulus package. President Joe Biden met with ten Republican senators on Monday to discuss the possibility of reducing his proposal, currently $ 1.9 trillion.
Democratic senators on Tuesday approved the opening of the debate on a budget resolution for fiscal year 2021. The resolution speeds up the process of analyzing the package, and allows it to be approved by a simple majority, instead of the 60 votes generally required, as highlighted by the XP Investimentos analysis team.
“It is worth remembering, however, that some points of the project, such as the increase in the minimum wage, should not be approved in this way”, the analysts stress.

International stock exchanges also reflected the political news in Europe, with Italian stocks leading the gains on the continent: the Milan Stock Exchange’s FTSE MIB index closed up 2%.
The move was a consequence of the disclosure that the former president of the European Central Bank (ECB), Mario Draghi, may be part of a union government in Italy.
The German conglomerate Siemens has significantly increased its guidance (document that gathers forecasts and plans for the future) for the year 2021 this Wednesday, after a first fiscal quarter marked by orders, revenue and profit above market expectations.
Attention also to the Purchasing Managers’ Indices (PMIs): the economic contraction of the eurozone deepened in January as the new restrictions to contain the spread of coronavirus strongly affected the dominant service sector of the bloc , showed the indicator on Wednesday.
The final IHS Markit Composite PMI for the eurozone fell to 47.8 from 49.1 points in December, although it was above the preliminary of 47.5. Reading below 50 indicates contraction.
Most Asian stock markets closed higher. Among the few exceptions is the Shanghai Stock Exchange. Purchasing manager Caixin / Markit’s index for January in China was released on Wednesday, scoring 52 points, indicating the slowest pace of growth in nine months. In December, the index had scored 56.3 points. Any value above 50 indicates growth; below, retraction.
Vaccination in Brazil
A cargo of 5,400 liters of input for the production of the CoronaVac vaccine by the Butantan Institute, linked to the government of São Paulo, should arrive in Brazil on Wednesday.
According to the state government, the flight left Beijing on Tuesday, and should arrive at night at Viracopos airport, in Campinas (SP). According to the director of the institute, the raw material will be enough for Butantan to produce, in 20 days, about 8.6 million doses of the immunizer.
In addition, data on the effectiveness of the Russian Sputnik V vaccine were published on Tuesday in the scientific journal “ The Lancet”, indicating 91.6% efficacy against covid. In Brazil, the pharmaceutical company União Química, a partner of the Russian government in the country, has already filed for emergency use with the National Health Surveillance Agency (Anvisa).
However, Anvisa states that it has not yet had access to the complete data generated in the non-clinical and clinical studies of phases 1, 2 and 3. And that new phase 3 studies need to be carried out in Brazil.
Finally, João Doria (PSDB), governor of São Paulo, stated that the government will suspend some of the restrictive measures imposed by the São Paulo Plan. The SP Plan is the flexibility program for activities imposed by the state government since the beginning of the pandemic.
According to Doria, the suspension will take effect on Saturday (6) of the next weekend. Thus, commercial establishments considered non-essential will be able to operate at night, on weekends and holidays from that date.
